Mozambique bets on conservation tourism: five presidential directives, one matrix

A July debate cycle turns the 2024 summit’s recommendations into a tracking sheet, as prices ease and credit keeps falling.

Mozambique’s government wants conservation tourism at the centre of its national promotion strategy, Secretary of State for Tourism Fredson Bacar said in Maputo on Tuesday 21 July, opening the debate cycle “On the Way to the Mozambique Tourism Summit”. The programme is run by the Tourism Development Agency (ADTUR) with the National Administration of Conservation Areas (ANAC).

Bacar said the 2024 summit left five directives from President Daniel Chapo and that the ministry has built a monitoring matrix to track them. July also brought a cooling in prices: the national price level fell 0.26% in the month, the first fall of the year, which left annual inflation at 7.48%.

What was said on 21 July

The pitch is wildlife plus beach, aimed at investment capital.

Bacar’s own words, as reported by AIM and Club of Mozambique, were: “We want to market the potential of conservation tourism. Beyond sun and sand, the country can offer tourists a unique experience built on our rich biodiversity.” Former tourism minister Fernando Sumbana told the same meeting that the summit must be a place for business interest and for securing investment, not for philosophical debate.

Sumbana added that only in Mozambique can a visitor combine beach holidays with world-class wildlife. The 2024 summit in Vilankulo had listed the business environment, private investment, air connectivity, conservation areas, human capital and marketing among its core themes.

How a conservation product earns

Park fees, concessions and lodge nights are three separate revenue lines.

A beach hotel sells rooms. A conservation product sells a stay, a guided activity and a share of the park economy, and the park operator, the concession holder and the lodge each hold a different part of the guest’s spend. That is why ANAC’s presence in the debate matters: concession terms decide who captures the park fee and who carries the cost of anti-poaching and roads.

The Plano Diretor Nacional do Turismo launched in April, with World Bank support, sets rules, investment priorities and public-private coordination; the concession terms sit alongside it. The commercial test is whether concession terms are long enough to finance a lodge. Investors need a lease that outlasts the loan, and the ministry’s matrix is the place to track whether the directives on the business environment reach that point.

Partners and prices

A Portuguese cooperation agreement and a July price dip frame the winter season.

On 7 July Lusa reported that Portugal and Mozambique have a new tourism and hospitality cooperation agreement, ratified and published in Mozambique’s Boletim da República in June. It covers vocational training, joint destination promotion, attracting investment, heritage and the regulation of gambling, and it is one of more than 20 memoranda signed at the December summit in Porto, with a focus on nature, blue, active and cultural tourism. The Lusa report describes cooperation, not funding.

On the price side, INE’s July index shows food leading the fall: tomatoes down 18.7%, onions 8.6% and cabbage 7.2%. Complete restaurant meals still rose 0.4%, and over twelve months transport costs were up 14.87%. The rand reference rate at 31 July was MT3.82 buying and MT3.90 selling.

The financing question stays open

Credit to tourism fell for another month, to MT1,396.1m.

The Banco de Moçambique’s monthly summary lists loans to the tourism sector at MT1,396.1m in July, from MT1,408.3m in June and MT1,847.7m in December 2024. Every month since June 2025 has been lower than the one before it.

A conservation concession is a long-dated bet, and banks that are shrinking their tourism book are unlikely to carry it alone. Operators bidding for concessions should line up development finance and equity partners before the November summit, and use the matrix to hold the ministry to a date for each directive.
